Does a budget have legal validity?

No. A budget does not involve a payment obligation in any case. It also does not have any legal or accounting validity.

It is true that the budget, once it is accepted, is then committed to it’s implementation. Therefore, it is important that this is detailed and specific in an effort to avoid giving rise to controversy.

For this to have legal validity, like any contract, once it is signed by both parties it then has legal validity, similar to private contracts as well.
